In this article the research of historical experience in strengthening Russian territorial rights in Arctic is carried out. An author studies tendencies and features of this process in tsarist Russia, the Soviet Union and, on basis of this analysis, gives us definite recommendations in accordance to the present-day Russian policy of strengthening and confirmation in their own rights in the arctic territory.
