The article is devoted to the historical and philosophical ground of the milieu approach in modern sociology that focuses on values mechanism of sociocultural control of the social system. The efficiency of social management is connected with the control over stable functioning of the social system. Moral virtues and absolute law principles emphasized in different periods of the philosophic science have been analyzed as the principles of the efficient social managemen.
