        <p>The thesis of the bipolarity of the economic and social approaches to the region examined in the article. The author argues that solving of regional problems from only economic paradigm perspective condemns to failure. Regions are social category in the first place, the place for peoples habitation and activity. Social paradigm supposes that region is considered as a complex, concreted and mutually indestructible combination of all elements of spatially localized environment united by territory.</p>
