        <p>The article provides a comparative analysis of offers manual karatel'no-repressive authorities represented by the CHEKA, and VIIIth “Church” Division of the people's Commissariat of justice policy towards the Orthodox Church under conditions of transition from civil war to NEP. Special attention is given to the debate in the central press on this issue by CHEKA servant M.I. Lazis and headed VIII Division PEOPLE'S COMMISSARIAT OF JUSTICE P.A. Krasikov.</p>
