Understanding as a basic normative system of the information-oriented society

In the article we consider the role of a «special» relationship to a «special» person. We find a solution to the problem of understanding those people who live in a space of limited capacity for the existence that is considered as the element of a humanity emergence and formation of the individuality. It is offered to complete such historical normative systems as morality and right with a new normative system - understanding.
