Constitutional  norms  —  the  basis  of  the  restoration  of  the  principle  of  autonomy  in  all  municipalities

The article considers the issues associated with the implementation of the constitutional norms in the part of the local self-government of an independent decision population of issues of local significance. Are noted as positive in this sphere, so the existing problems and proposals for their solution.
