In the article, system approach is developed to creating conceptual model of Russian Federation EMERCOM specialists' psychological resistance and their proficiency criteria are specified. The author offers schemes of professional psychological resistance forming and diagnostics with respect to various interactions between inner and outer system levels within the conceptual model.
