This article is devoted to the research of the problems concerning the state and the perspective of the regional academic science, branch of science and the science of Institution of higher education in the conditions of market mechanism formation. There is a necessity of elaborating and introductions of new scientific and technical policy taking into account interregional differences and in conformity with realities, aspirations and tendencies of modern social development.
