The article examines the features of interstate cooperation between the Russian Federation and the Republic of Kazakhstan at the stage of the establishment of their alliance (1991–1999). The author analyzes the legal framework of the bilateral relations, reveals the dynamics of their evolution in political, economic, military and humanitarian fields.
