The introduction of the new federal state educational standards of higher education has made it necessary to develop estimates of the funds in the absence of common requirements. The authors analyzed the existing legal framework and systematised competence-oriented approaches to the formation of estimates of funds. Features evaluation of funds to different areas of education may consider coordinating councils on areas of education in the development of techniques and requirements. To be effective, the education system is important to create a methodology of evaluation of the funds were approved by the Ministry of Education of Russia.
