The article reviews interaction of municipal public administration and provincial authorities after the adoption of “Municipal regulations” in 1870 and 1892 through the example of the Upper Volga region of Russia (Vladimir, Kostroma, Tver, Yaroslavl provinces). Main models of this relationship are shown based on archival documents: control – cooperation – conflicts. It was determined that personal factor and contacts between leaders of municipal self-administration and governors played a big role in productivity of municipal institutions activity. Reinforcement of administrative control over the municipal institutions after 1892 did not change their structure and overwhelming majority of citizens was still excluded from participation in municipal affairs.

The second reason is the impossibility of an operational definition of the state vector. The problem is the incompatibility of the philosophical foundations of interpretation that is a challenge to build a unified picture of the world. To solve the problem the interpretations general philosophical grounds of quantum mechanics are identified and their classification is built. <abstracts>
The article introduces the Russian scientific studies on the absurd. The author defines two approaches to interpreting this phenomenon in Russian philosophical-humanitarian discourse. The first one presents the absurd as an anomalous and negative phenomenon: nonsense, chaos, awkwardness etc. On the contrary, the second approach gives a positive interpretation of absurdity, which actualizes the deeper level of sense order. The abnormal nature of the absurd prevents its recipient from the formation of one-sided view on the reality. Analyzing both approaches, the author concludes that the substance of the absurd consists in its transcendence to antinomies of any kind (sense/nonsense, rationality/irrationality, norm/abnormality etc.).

        <abstracts>
The article is devoted to the Grand urban transformation of Paris in the late XIX – early XX centuries. The purpose of this article is, firstly – to learn the main stages of the stylistic evolution of the architecture of houses, secondly – to study the reflection of the general process of stylistic evolution of Parisian architecture in the architecture of the facades of residential and public buildings. Despite the large number of works on the reconstruction of Paris, it is necessary to note that there are no studies specifically dedicated to the stylistic evolution of eclecticism in architecture of the public and apartment buildings, and its transition to the “new style”, either in domestic or in foreign literature. This means that it remains an open space for analyzing the evolution of this architectural style in Paris in the second half of the XIX century. The article also reflects the position of Russian architects of the turn of the centuries, giving an assessment of urban activities in the magazines “Zodchiy” (“the Architect”) and “Stroitel” (“the Builder”).

The careers of the first Finnish female architects S. Hornborg, H. Hongell and W.
