          <abstract lang="ENG">The article deals with the most important problems of the state of social risk management in modern Russia, has been included in the context of global recessionary trends, causing the deterioration of the domestic social situation in the country and contributing risk-taking Russian society as a whole and its individual social groups. The classification of social risks, especially their negative impact on some aspects of social services, defines the requirements to management decisions to be taken by relevant authorities to mitigate and limit the influence of factors of increase risk-taking sotsiumnoy.</abstract>

          <artTitle lang="ENG">Disintegrational factor in the modern Eurasia</artTitle>
        </artTitles>

          <abstract lang="ENG">This article is devoted to an analysis of the phenomenon of disintegration. In the first part of the article the author presents Russian conceptual approaches to the study of the phenomenon of disintegration and considers the process of evolution of the phenomenon of post-Soviet Eurasian disintegration in the historical context. Further, the author distinguishes two levels of analysis of the investigated phenomenon: regional and global, and consistently characterizes each of them. As a result, the author comes to the conclusion about the dialectical interdependence of integration and disintegration trends in the development of post-Soviet Eurasian integration and notes the subjective and objective preconditions for the preservation of the disintegration trends in the context of modern Eurasian integration.</abstract>

          <artTitle lang="ENG">The Russian church foreignness is in the context of problem of renewal of unity of the Russian world</artTitle>

          <abstract lang="ENG">In the article of there is description of church jurisdictions on that in 1920 – beginning of 1930th the Russian church foreignness cracked, their attitude is analysed toward the problem of renewal of unity of Russian Orthodoxy as one of spiritual supports and of the Russian world. The special attention is spared to opening of position of Russian Foreign Church that remains the only branch of Russian Orthodox foreignness, saving loyalty historical Russia and Russian Orthodoxy. At the same time the Russian Church Abroad went to the union with the Moscow Patriarchate with its own ideology, in which the justification for collaboration is an important part, and it is from this part of not only refuses, but, unfortunately, found among the clergy of the Patriarchate of its promoters.</abstract>

          <artTitle lang="ENG">Socio-historical background for the transformation of the role international youth organizations as actors of humanitarian cooperation at the turn of XX-XXI centuries</artTitle>

          <abstract lang="ENG">The article is devoted to one of the little studied in the modern scientific school – the problems of transformation of international organized youth environment in which play a significant role, both in a historical context, and so in today’s world many international youth organization. Defined the main preconditions of the emergence of new international youth organisations, as a specific actors of international humanitarian cooperation in process the transformation of the international environment in a greater degree of which had other ways and forms of development. The author’s description of concepts of “youth actors”, “the subjectivity of the youth actors” and “international organized youth environment”. Practice description of the formation this environment the specific historical conditions, shows increasingly clear signs of the desire of its participants to form and promote their own ideas Socio-historical background of expansion of space international youth interaction with the active involvement of these actors the unlike to previous practice as important elements of the process of forming a new model of humanitarian cooperation, but did not fully meet the needs of the international community. At the turn of XX–XXI century the formation of a new internationally organized youth environment, where is still dominated by youth actors from the European region, fit into the General logic of expansion of foreign cultural policy of the EU and other agencies. This opened up new spaces, including for a wide range of international interaction. Transformation of key youth organizations left-wing, which led to minimizing the role of the Russian participants in the international youth movement. This raises the importance of expanding discussion platform with the aim of developing effective concepts to strengthen their role and participation in the development of the Institute of international youth organizations, which is in fact, necessary resource of humanitarian influence.</abstract>

          <abstract lang="ENG">The article analyses the results of a joint assignment on the subject of Intercultural Communication, where the students from Russia and the United States were communicating and discussing a variety of topics proposed by the lecturers. Students recorded their responses to the assignment. The article presents a qualitative analysis of the results and provides an overview of tasks proposed to the students. The aim of this project was to find out what problems students may encounter in the framework of intercultural dialogue. In addition, during the project, new issues and challenges appeared that may stimulate further study and formation skills of intercultural interaction.</abstract>

          <abstract lang="ENG">Founded in the beginning of the 1980s the Swedish “Green Environmental Party” became the first fullscale political incorporation based on the ground rules of Green politics. Taking part in general elections since 1982 to nowadays, the Green party became a significant phenomenon in Swedish political life. The Swedish “greens” today are the single political force within the government in action, and this fact opens new horizons for the European Green movement. The objective of the article is the analysis of party’s aspects of foundation and development, its place in a modern political Swedish processes. For the first time in Russian historiography the Swedish “Green Environmental Party” is been analyzed, which also continues a research of European green political parties started by other authors.</abstract>

          <abstract lang="ENG">The article discusses the development of China’s foreign policy from the the period of modernization (Deng Xiaoping’s policies) to the present day, it came to power Xi Jinping, representing the fifth generation of Chinese leaders. Each new stage of development of China’s foreign policy strategy is characterized as continuity, and new conceptual provisions. Therefore, the evolutionary approach to considering the development of modern China’s foreign policy contributes to a better understanding and helps in predicting the future changes of China’s foreign policy. In modern foreign policy of ensuring peaceful international environment is a priority for the PRC. Specific manifestations of this priority are the multilateral diplomacy and development diplomacy. China actively participates in various international organizations such as the global level (UN), and the regional level(SCO), thereby increasing its international prestige.</abstract>

The organization is a permanent intergovernmental international organization of regional it is composed of 6 states Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. We study the basic documents: “Declaration on the establishment of the SCO” and “Hartiya the Shanghai Cooperation Organization”. The main purpose of the organization: strengthening mutual trust and good neighborly relations between the member countries; assist countries in their effective cooperation in political, trade-economic, scientific-technical and cultural spheres, as well as in education, energy, transport, tourism, environmental protection and others; joint security and the maintenance of peace, security and stability in the region; progress towards a democratic, just and rational new international political and economic order.</abstract>

The article deals with a little known period in his life. On the basis of the archive information, rare publications and letters from V.I. Lenin his activity as an efficient organizer of a state farm “Lesnye Polyany” situated near Moscow (1920–1929) are analyzed. In spite of the above he never stopped his research as a historian.</abstract>

        </artTitles>

          <abstract lang="ENG">This article is dedicated to an analysis of the formation of steamship construction and the operation of steamships in the former Russian colonies in Alaska in 1838–1867. Development of this transportation component of the economy of Russian America proceeded with the active cooperation of representatives of the United States and their technical support. Though in the composition of the fleet of the Russian-American Company, which managed Alaska in those years, steamships were always in the minority in comparison with sailing ships, their number gradually increased. At the end of existence of Russian America they amounted to more than a third of all ships of the company and about half of all the colonial flotilla, contributing to the technical, transportation, and economic development of the most distant corners of the Russian Empire.</abstract>

          <artTitle lang="ENG">Contemporary view upon early history of the Conservative party of Great Britain</artTitle>

        <abstracts>
          <abstract lang="ENG">The article considers historiography of early stage of the Conservative party existence, its early history and political leaders, who has headed it during the first part of the XIX century. The author collected and analyzed the key conceptions, concerning the date of foundation and early history of the Conservative party. The article contains arguments and evidences of political leadership of Pitt the younger, Lord Liverpool, G. Canning, Duke of Wellington, R. Peel and B. Disraeli. The article traces structural and ideological development of the Conservative party and the views of contemporary conservatives upon the history of their party is shown. Partly this article devotes to the methods of party history research used by historians of the second half of XX century and nowadays. The author comes to conclusion, that for research of specific ages, the character of leader and historical context still have great influence on results of research, but investigation of conservative thought evolution is only possible by consequent study of the conservative leaders and their political arguments.</abstract>

          <abstract lang="ENG">The article is devoted to the study of moral content and the legal interpretation of the Early Modern International Relations in the doctrine of Hugo Grotius, the founder of the International Law Science. A great deal of attention is paid to the philosophical foundation of the great Dutch scholar ethical concept as well as to his contribution to the process of developing the fundamental theory of Natural Law. Besides the author places an emphasis on specific principles and methods that Hugo Grotius proposes to settle the political turmoil. The relevance of studying Hugo Grotius ideas is determined primarily by the fact that nowadays such key issues of International Relations as reconciliation of religious conflicts, the elimination of unjustified cruelty of military operations, protection of the rights of refugees and prisoners of war, the security of civilian population and the humane treatment of vanquished enemy are regaining the paramount importance.</abstract>

          <artTitle lang="ENG">Honor as the basis of ethics achievements or as a sign of moral success: the example of polytechnics</artTitle>

          <abstract lang="ENG">Problem which is put in this article, is the opposition of ethics of achievements and morals of success. The purpose of work is identification of the business, professional and moral bases of social stratification. The method of the system analysis, the principle of unity historical and logical act as methods of research. The situation characterizing difficult and nonlinear nature of social selection of people on significant social positions is result of research. On the one hand, the business aspect according to which on high positions individuals according to their merits before society are selected works here. On the other hand, municipal (in A.A. Zinovyev’s terminology) the aspect works here. Significant social roles are occupied by the people who succeeded in use of laws of a sociality. The author of work draws a conclusion that ethics of achievements are realized in activity of elite of service whereas the morals of success are attribute of elite of money-making. One of the main tasks of society is fight for domination of ethics of achievements over morals of success as a basic condition of successful development of the country. On examples of merits of outstanding polytechnicians realization of ethics of achievements at the St. Petersburg polytechnical university of Peter the Great is shown. The exposition of Museum of Military Glory shows examples of dedicated service to the Fatherland, playing the important educational, educational and developing role.</abstract>

          <abstract lang="ENG">The article is devoted to understanding the concepts of spirituality, morality, spiritual and moral education. Pointing to their versatility, the author proves the presence of both secular and religious component. Spirituality in the present work is considered in the context of religious and Orthodox tradition is understood as a condition of the person, which manifests itself in the pursuit of the ideal, the highest value, connection with God. Morality is a manifestation of spirituality in human behavior, in its relations with the outside world. The rules of morality are formed by traditional religion. The process of moral education is considered from the perspective of the main signs of spirituality and morality: the human desire for the ideal orientation to the higher basic values and the nature of relationships between people.</abstract>

          <artTitle lang="ENG">Temporal Aspect Analysis of Ancient and Byzantine jokes</artTitle>

          <abstract lang="ENG">The article is devoted to the semantic analysis of Greek and Byzantine jokes, based on the language game with the temporal aspect of reality. Non-classical means of modal and temporal logic systems are applied in the article to the analysis of humor. The proposed logical models are not an exhaustive explanation of the fullness of funny aspects in a particular joke, but they represent the formal analogue of comic situations and comic techniques involving our understanding of time. The purpose of the article is to construct the tempo-modal joke models of the comic situations that assume our ability to relate the different modal and temporal axiomatic systems. In this regard, it would be possible to speak about “modal jokes”, “Russell jokes” and a “temporal jokes”.</abstract>

          <artTitle lang="ENG">Iintellectual filters as a problem of modern education</artTitle>

          <abstract lang="ENG">This paper deals with information flow optimization in educational practice through the interdisciplinary analysis of the technology of individual attention management and focusing in the information field. The relevance of researching those cognitive resources responsible for intellectual filters formation, is determined by the growing complexity of individual’s orientation in semantic and social environments of network society. The search for an effective resource giving ability to counter information noise and network manipulating individual consciousness is held within the framework of the informational paradigm, according to which information acts as the key strategic factor of social and individual development. Cognitive resources for intellectual filters formation are considered to be the range of methodological tools that contribute to values and ideological matrix formation in the mental world-view. Among others, the algorithm of information conversion by means of object-documentary analysis offers certain opportunities, acting as a fairly universal way for subject to filter information flows. In conclusion, the author emphasizes the increasing need for intellectual filters development on the basis of critical thinking, which would create cognitive capacity of self-regulation in evaluating systems of individual thought and action.</abstract>

          <abstract lang="ENG">The article analyzes the goals and objectives of the project “Promotion of Russian language and education in Russian”, implemented by a consortium of universities on the initiative of the Government of Russian Federation. The results of the project activities improve the quality of educational programs, the quality of the educational process and the quality of graduates. Improving of the quality of educational programs is achieved through the development and implementation of distance learning programs in the format of massive open online course – MOOC. MOOC “Linear Algebra and Analytic Geometry”, “Kinematics”, “Inorganic chemistry and ecology” are innovative and connect school and university disciplines. Improving the quality of the educational process is achieved by improving the extracurricular process, and by conducting the competition for Russian language together with contests and tours of Russian literature, and by the implementation of training programs for foreign teachers of Russian language in Vietnam and Germany. Improve the quality of graduates was done through attracting the best foreign enrollees by participating in exhibitions and by introduction of distance learning training of enrollees.</abstract>
