          <artTitle lang="ENG">Latvian Partisans in the Anti-fascist Resistance Movement in North-West Russia</artTitle>
        </artTitles>
        <abstracts>
          <abstract lang="ENG">The period under review is of special interest to historians. Russia’s peoples were not only under the threat of deprivation of statehood, but also under the threat of complete physical destruction. The guerrilla movement was an important factor in achieving victory over Nazi Germany and its allies. Being significant and efficient, it unfolded throughout the occupied territory. Partisans and underground fighters were, essentially, the second front of the red army, which fought in the extreme conditions of occupation. different peoples of the Soviet Union, including Latvians, took part in the guerrilla movement in the northwest of Russia. The purpose of the article is to show the role and importance of joint struggle against the Nazi invaders during the Great Patriotic War. Based on the analysis of archival documents, memoirs and research literature authors come to the conclusion that the fact that in the initial period of the war anti-fascists from Latvia took an active part in the guerrilla struggle in the Leningrad region. They got a serious experience in war actions in the enemy’s rear.</abstract>

          <artTitle lang="ENG">The Leningrad region party and state leadership and the development of the Karelian isthmus in the 1940s–early 1950s</artTitle>

          <abstract lang="ENG">Purposes: The article relevance is stipulated, because the analyzing of the Soviet politics in regard to the Karelian isthmus have a significant interest. This scrutinizing allows to make conclusions about the “late Stalinism” power system effectiveness. In this connection the article reveals a implementation of this politics in 1940s and 1950s. Methods. The author used a historical-genetical and a questional-chronological methods as main methods of this study. The methods give an opportunity to explore the party leadership motives in a case of decision-making in relation to the Karelian isthmus. Results. In the article evolution of Leningrad region leadership attitude toward former Finnish property and infrastructure on the Karelian isthmus in the context of its developing prospects scrutinizes. As a basis for the article the author used regional party and state bodies’ documents including shorthand records of the Party regional committee bureau. The author arrives at a conclusion that the district leaders justified poor state of economy in the districts by Finnish origin of buildings and infrastructure. The old regional leadership existed until 1949 did not perceived the references seriously and this leaders aspired to compel its subordinates to more effective work. The new leadership apprehended the references as a guide to action. This leaders supposed that the optimal solution of all problems is destroying of Finnish infrastructure and creating of new Soviet infrastructure.</abstract>

          <artTitle lang="ENG">V.G. Korolenko and F.V. Filonov: to history of one act of terrorism</artTitle>

          <abstract lang="ENG">Purposes: Article is devoted to extremely urgent and poorly studied problem in a domestic historiography. It is a problem of formation of public opinion about revolutionary terror in the Russian Empire during revolution of 1905-1907 and to its influence on scope of terror on the example of covering of the Sorochinsk events of the end of 1905 by the Poltava press. Methods: In a research chronological, historical and typological, historical and genetic, comparative methods of a research are used. Chronological framework of a research is limited by 1905-1907: from the beginning of a country revolt in Sorochintsakh, laid the foundation for information war in the press between liberal and conservative publicists and before publishing of the article of V.G. Korolenko in “The Russian wealth” which has put it an end. The historical and typological method allows to analyse the relation to the Sorochinsk events from the Russian public, to give classification of the main points of view on actions of the power and terror presented in the Poltava periodicals. The article based on archival documents most part of which is for the first time introduced for scientific use, and materials of periodicals of that time. Results: In work the circumstances which have brought V.G. Korolenko's articles (“The open letter to the councilor of state Filonov” and “The Sorochynsk tragedy”) to life are for the first time reconstructed. In the article the author proves that Poltava liberal-democratic press used these events in information war, which it waged with the power. The facts of revolutionary movement were hushed up by it, but cruelty of the power in the course of his suppression was exaggerated. It revolutionized region, promoted the scope of terror and helped the formation of the constitutional state a little. The talented journalism of V.G. Korolenko directed to fight against “lawlessness” actually could not overcome these installations of a liberal-democratic press. The conservative journalism, which has joined in information war on the party of the power, tried to cover events more objectively, however lost to the left press in fight for public opinion. Application: The materials of the article can be used in the course of Russian history teaching at the highest and average schools.</abstract>

The author notes that under the circumstances when Georgia is dependent on the european political conjuncture, it does not seem possible for the country to save its own political identity and freedom of choice.</abstract>

The author argues that, in KUTV in 1930s, there were two main tendencies in Chinese studies. On one hand, scholars of KUTV had to stick to the official Stalinist course. On the other hand, they did pay attention to the particularities of Chinese history by citing Wang Ming’s works.</abstract>

          <abstract lang="ENG">Relevance of a research is caused by the increased attention to modern foreign policy of People’s Republic of China. The article analyzes the conception of foreign policy of China. Both methods of theoretical and empirical level are used. By means of the comparative method was possible to establish similarities and differences in the main directions of foreign policy of the People’s Republic of China from the middle of the 20th century on today. The aspect analysis was allowed to consider a problem of the foreign policy relations of China from a position of the researchers studying this problem. It is revealed that, the fundamentals of official strategy of China’s foreign policy are made by the following conceptual ideas: the five principles of peaceful coexistence, the theory of “peace and development” Deng Xiaoping theory “harmonious world” concept “Chinese dream” Xi Jinping. Materials of the article can be used for the comparative analysis of foreign policy of People's Republic of China in international unions.</abstract>

          <abstract lang="ENG">The characteristic features of Russian modernization variant are highlighted in the paper. The principal originality of author’s approach consists in war’s interpretation as Russian modernization factor. The theory of modernization was the basis of methodology. It was classically defined as the transition from the traditional society to modern one, from the agrarian society to industrial one. such interpretation allows studying Russian state transformations of XVIII–XX centuries in all spheres of society activities. The prolonged and problematic character of modernization processes is defined in comparison with the organic model of modernization transforms. That character was connected with the non-simultaneity of those processes. Special attention is paid to the absence of start conditions satisfactory forming for carrying out of modernization processes; to the overtaking model which was realized through “challenges” of the West to the Russian (Slavic) civilization; to political elite’s paramount importance for carrying out of modernization reforms; to the non-wholeness, i.e. the non-simultaneity of modernization transforms in the direction from economic sphere through the social and political one to the spiritual one. Materials of the paper can be used for effectiveness assessment of present reforms and for the new strategy of the Russian Federation political development formation.</abstract>

          <artTitle lang="ENG">The concept of human “biological insufficiency” as fundament of transhumanism and its critical analysis </artTitle>

          <abstract lang="ENG">This article is a criticism of the idea of human “biological insufficiency” in transhumanism. The revelance is caused by the significance of the biological side into understanding of human nature and its development prospects. Methods: The basic methodology of research is dialectical approach, which allows to present the essence of human as a profound unity of the social and the biological that exist in the process of co-evolutionary development. There is also the use of several specific approaches in anthropology and human biology for more complex analysis. Conclusions: It is shown that transhumanism radicalizes real limits of human biology to justify the necessity of its fundamental “enhancement”. Transhumanism connects it with direct intervention of technologies in human body or with transformation of the genetic apparatus. Criticism of the idea consists in that scientific facts demonstrate only relative character of “insufficiency” of human biology. Consequently, it can be compensated by further progress of medicine, its transition to personalized form. It makes transhumanist approach to human biology overabundant. Application: The results can be applied to the analysis of alternative scenarios of development of human and its biology, the prognostication of this process.</abstract>

          <abstract lang="ENG">Scenario design the semantic horizons of the mass consciousness are analyzed in the socio-phenomenological aspect, which emphasizes the combination of cultural forms (in the form of discourse) and the process of generation of meanings taking into account the time factor. It is shown that ontology design scenario of mass consciousness, a certain communicative practices, hides the different cognitive models of temporality that motivate the subject’s behavior conceptual. It is emphasized that the cognitive orientation of mass consciousness at the level of “common sense” in the framework of social time is directed by the formal structure of the discourse that exists in intersubjective space, and contains a semantic matrix in the form of a stereotype. The perception of stereotype in the existential scenario of generation of meanings implicitly contains cultural and perceptual cognitive scripts guide behavior and decisions and at the functional level people do not distinguish between them.</abstract>

          <abstract lang="ENG">The article deals with the problem of world hunger. We consider the interactive map of hunger, which based on FAO data Methods: The Research is conducted on the basis of an integrated approach which can give a detailed description of the regions of the world with food shortage and explore the hunger map. Conclusions: The article presents a detailed description of regions of the world with food shortage. We consider the definition of a global index of success in the fight against hunger. We analyze the maps compiled by FAO experts. We note the successful work of the United Nations in countries with a high level of hunger. We present a detailed description of regions of the world on the political map of overeating. Application: The materials of this article may be used in the educational process. The article may be useful for developing training courses on activities of international organizations in solving global problems, to serve as a basis for the further development of scientific research on a wide range of problems of political science.</abstract>

          <abstract lang="ENG">Article is devoted to an urgent problem of determination of advertizing by such sociocultural process as an urbanization. The complex of factors which promoted advertizing development, emergence of different forms and types of this phenomenon is considered. Methods: The research is conducted by method of the philosophical and culturological analysis allowing to reveal the mechanism of impact of process of an urbanization on advertizing development, and also increase of its role in culture. Advertizing creates symbolical space for sociocultural educations, begins to participate in formation of valuable orientations of society. Conclusions: In article the moments of development of the city, an advertizing response to these moments are traced. Difficult interlacings the cities, persons and advertizing are in details shown round. Examples of how the city has own specifics are given, changes the person getting to the urban environment. It is shown a role in this process of advertizing. Process division of the square of the cities into the certain zones differing in accommodation conditions is presented. It is considered as the place of residence, the real estate is got by additional symbolical characteristics that is formed by advertizing. The interrelation of quality of advertizing in various districts of the city and the requirement of prestige is analysed, and also that how this moment promotes its development. It is studied how emergence of a problem of availability in the city led to mass emergence of the car. It is shown how the car, being the vehicle, also receives the symbolical characteristics underlining the status of the owner. Besides, transport becomes the advertizing carrier that became possible in large quantities in the city. Application: Materials of article can be used when training students in discipline “advertizing stories”, “sociology of mass communications”.</abstract>

          <abstract lang="ENG">The article is focused on the less-known work “The Enquiry into the Causes of the Frequent Executions at Tyburn” by Bernard Mandeville, an early XVIIIth century English philosopher and moralist. The analysis of the pamphlet’s style and ideological content reveals the author’s attitude to the English system of criminal justice in the early XViii century. The study tests a comprehensive author’s view of the perception of the offender and crime in the public consciousness. The author of the pamphlet presented a shocking description of the procession of the condemned man to the place of execution at Tyburn and conducted in-depth psychological analysis of crowd behavior and criminal’s conduct. Bernard Mandeville justified the assumption that the causes of crime are based in the peculiarities of social attitude to this phenomenon, i. e. socially determined. Mandeville criticized the authorities for “shameful negotiations” with thieves, and disapproved contemporaries for “the false compassion of the tender-hearted” and indifference towards felony.</abstract>

          <abstract lang="ENG">The mathematical idea emerging from the depths of preconceptual thinking, goes through series of development stages, without ever having rigidly fixed, unchanging content. It unfolds in the course of becoming and transforming of mathematical knowledge in the history of human thought. Moduses of development of mathematical ideas are closely tied with changes in the living conditions of society, permanently complicating practices and transforming the nature of mathematical problems. The deployment of mathematical idea means simultaneously multiplying of problems and the forming of the “branched tree” of problematic situations. All stages of transforming of mathematical idea realize perspectives (which it has opened) and discover their dead-ends and their new perspectives. Thus, mathematical idea manifests its essentially incomplete character.</abstract>

          <abstract lang="ENG">This article discusses the problem of alienation in contemporary and subjectivity beyond existential interaction. The purposes of the research consist in analytics of traumatic human experience in inter-personal relations and identification of reasons for the subject’s suspicion by public. Due to representation of subjectivity beyond inter personal relations the author uses the concept of social exclusion, which is wider than that in the M. Foucault’s conception. In this article this concept has event-based interpretation. The methods of human alienation analytics are psychoanalytic, hermeneutical, structural approaches and the method of event reflection. In social exclusion human restriction of inter-personal relations is the response against the traumatic Other. The article concludes that social exclusion takes place in the spheres of individual existence and the transformation of socio-cultural reality.</abstract>

          <abstract lang="ENG">The article is devoted to historiosophical and axiological understanding the Genesis of Eastern European Modern era in relation to the “Silver age” of Russian culture, as well as philosophical and cultural dimension of the phenomena of myth, religion, art, cosmism, dignity and human self-determination in cultural-historical discourse. The article shows the deep connection of large-scale scientific-technical, socio-cultural and institutional changes (“shifts”) with the spiritual and ontological foundations of human existence. In the article the Modern era is considered as a significant shift in the various fields of culture: from rational discourse to sensual, material and corporal, highlighted what is happening in the Modern era a reassessment of the relationships of intimate and public, shows the emerging technologies of communication, new ways of disclosing associative-semantic spaces of culture, identified the Genesis of the understanding of the figure of the provincial and the model of leader. These changes are manifested both in philosophy and in diverse social practices, including artistic quest (synthesis, synesthesia, universal sense). The paper proposes historiosophical understanding of Eastern Europe Modern era in the collision of two development trends: on the one hand, the project of universal greatness, based on the possibility of redefining the very center of Modern European civilization, hypothetically displaced in Eastern Europe (N. Roerich, M. Chiurlionis, A. Scriabin, K. Ziolkowski and others), and on the other hand – an ironic smile on modernist pathos of gigantism (B. Schulz, B. Kustodiev, V. Rozanov and others). Highlights the new role of the institution of the book in relation intimate and public, where the very mass reproduction is either on the side of a pragmatic cynicism of power-efficient, or on the defense of individuation, which allows public to protect the most intimate. On the material in-depth analysis of the works and the modernist poetics of Bruno Schulz (reception eloquentia) planned model of human existence in the Modern era: the people present in the parallel flow of time in relation to the freak show of world history. concentrated in personality, they concentrated on the books in the broadest sense. Some of them manage to defend its identity and not allow yourself to tighten the game panopticon. The metaphor of Bruno Schulz (“double-track time”) attracts the attention to the “invisible” man with his desire for spiritual fulfillment. The article expands understanding of the spiritual quest of the creators and masters of the Modern era and can be used in the practice of Museum and educational work.</abstract>

          <abstract lang="ENG">The article analyzes the reform program philosophy on the principle of “strict science” in the phenomenological teachings of Edmund Husserl. Shows the importance of logic in the process. A comparative analysis of the logical investigations Frege and G.E. Husserla. Shows how influenced by phenomenology on the formation of the meanings of “real” and “objective” in the writings of epistemologies of the twentieth century. The objectivist, or materialist naturalism as a form of connect two separately established areas of knowledge, empirical experience and logical relations, from the point of view of Husserl, shows its failure, because the empirical is focused on the spontaneous form of consciousness, whereas classical formal logic is an abstract from the reality of regulatory design. In this regard, husserl, analytically describing the spontaneous work of consciousness, insisting on the reform of logic and bring it into line with the variety of perception of the world in consciousness. The development of non-classical logics in the twentieth century, a vindication of Husserl.</abstract>

          <abstract lang="ENG">The article is devoted to an urgent problem of quality of education, in particular, of an efficiency evaluation of activities of pedagogical employees of the higher school. Tools of the organization and evaluating pedagogical activities on the example of the Penza state technological university are considered. The main methods to a research of this problem are the analysis and generalization of the standard legal documentation on competency evaluation and results of work of pedagogical workers, and also the comparative analysis of results of monitoring of pedagogical workers. In article specifics of organizational work of higher education institution on an efficiency evaluation of activities of pedagogical workers are provided. Experience of development of the standard legal documentation, implementation of monitoring of efficiency of activities of pedagogical workers, actions of the automated information system of university is shown. The portfolio as an element of motivation and a form of documentary confirmation of achievements of pedagogical workers in the course of their professional formation is considered. The analysis of results of monitoring of activities of pedagogical workers revealed positive dynamics of accomplishment of productive performance indicators of each teacher and strategic objectives of higher education institution. Materials of article are of practical value in a management system the educational organizations.</abstract>

The main approaches to the research of the problem of the theory of activity are in the process of cognition, theory of modeling and psycho-pedagogical principles of project-based learning. The article reveals the special importance of designing objective environment objects in technological education. design and technological preparation is seen as a joint activity of students and teachers, focused on application of knowledge and skills and acquire new ones. The basis of design and technological preparation is modeling of objects and objects of the world. By modeling refers to activities related to the manufacture of various products and the expansion of employee perceptions of students about the basics of modern production, the development of technical creativity, deepening technological knowledge, consolidate skills on materials processing. formation of creative potential of students in the training simulation is carried out on the basis of stages-level: 1) formulation of the problem by analyzing the source of the facts; 2) formulation of hypotheses; 3) the logical development of ideas and details of the project; 4) project in the embodiment of figure drawing model; 5) material embodiment (manufacturing). article submissions may be used in the practice of design and technological preparation of bachelors in the system of multi-level higher education, as well as the development of supplementary education programs.</abstract>
