Oxana Issers graduated from Moscow Teacher’s Training Institute in 1977. She received a PhD degree (kandidatskaya degree) in Russian Philology at Russian Language Institute of the Academy of Science of the USSR in 1988 and a doctor’s degree in Philology at Ural State University, Yekaterinburg in 1999.

Since 1983 she has been teaching at Dostoevsky Omsk State University, where she received the title of professor (2000). At various times, she has been a guest lecturer at Florida State University (USA), taught at Kant State University (Kaliningrad, Russia), University of Helsinki (Finland), Latvian State University (Riga), Estonian State University (Tallin), etc.

Ca. 250 books and articles on Russian language, linguistic pragmatics, intercultural communication, speech persuasion, and communication studies.
