Internal system for assessing quality of education: independent assessment of professional competences of teaching staff

The paper addresses the issues of assessing the quality of education at a modern Russian university by introducing a procedure for independent quality assessment. The process of assessing the quality of education of the teaching staff was studied at Peter the Great St. Petersburg Polytechnic University. We present the procedure studied in terms of several subsystems. The paper determines the need for this procedure, describes the specifics of the procedure from the standpoint of the competence approach.
